Responsibilities include construction management advising, quality control and quality assurance consulting, property assessment, construction material analysis, construction budget & process analysis, delay analysis, and contractor certification.

Mr. Blatchley has over 18 years of experience in both design and litigation. He has directed investigations and developed testing equipment and protocols used to establish damage and repair scopes. His design and litigation experience includes single-family and multi-family residential, high-rise, commercial office, retail, and large institutional projects.

Bank and real estate investor due diligence responsibilities include the following:

  • A detailed evaluation of drawing, specification, budget and contracts for constructability and value engineering issues prior to the start of a project.
  • Pre-purchase condition assessments of real property to identify the potential risks and benefits of the purchase and management of physical assets.
  • Review and analysis of monthly draw disbursements, project progress and schedule, RFI and change order scope with a view to the on time and on budget completion of the construction.
